Project on Research and Evaluation of Efficiency Enhancement for Recycling and Recovery of Energy and Resources from Kitchen Waste

This project has completed the analysis of the trend for recycling and reuse of domestic kitchen waste, and the development of national plan for the improvement in quantities of collected kitchen waste nationwide. The contents of the plan include: revised performance indicators for recycling and reuse of kitchen waste, source reduction of kitchen waste, reduction in quantities of kitchen waste generation, establishment of comprehensive collection and recycling system, improvement in kitchen waste recycling efforts, improvement in reuse of compost from kitchen waste, enhanced promotion of anaerobic digestion plants for kitchen waste, increased use of kitchen waste as animal feeds, and improved coordination and cooperation among central government departments/agencies and local government. In addition, the kitchen waste recycling and reuse programs for all counties and cities have also been completed, and within the individual programs, concrete and feasible practices and approaches for evaluation of implementation performance have been proposed based on the characteristics of each county and city. This project has also completed the collection and analysis of information related to domestic approaches in kitchen waste collection and recovery, and innovative foreign and domestic technologies for recycling and reuse of energy and resources from kitchen waste. Information has been gathered for the following technologies: anaerobic biological treatment, improved cellulose degradation for increased biogas production, increased use of kitchen waste as animal feed, rapid fermentation facilities, pollution-free and low-cost waste treatment technologies, and biological treatment with black soldier flies. For the aforementioned technologies, cost-benefit analyses have been conducted, and their suitable promotion modes were also studied. In addition, information has been collected and analyzed for the recycling and reuse technologies (pyrolysis, biocoke, waste-derived fuels, etc.) for the following bulk waste: tree branches, furniture, spring mattresses, and wood construction waste. Regarding the performance evaluation and review of kitchen waste recycling and reuse operations in various counties and cities, multiple evaluation and review meetings were held from October 18 to November 2. The meetings included one (1) preparation meeting, ten (10) formal review meetings (including one (1) overall review and ranking/scoring meeting). All such meeting were attended by review committee members and relevant stakeholders. The project has also completed ten (10) onsite performance improvement consultation sessions together with experts from both academia and industries, as well as conducted follow-up performance tracking activities for 20 compost facilities which received expert consultations in 2017, and kitchen waste recycling facilities which received similar services in 2018. Moreover, on August 28th, this project organized a demonstration event to showcase the treatment technologies for recovery and reuse of biomass waste employed at both private and public organizations. A review meeting for nationwide kitchen waste recycling and reuse operations was also held November 20-21 by this project. During this meeting, officials from both county and city governments were invited to present their experiences on the planning, construction and operation of sludge drying facilities and biomass anaerobic digestion plants, and then attended discussions with participating stakeholders.
